Unlocker 1.9.1 is a software that was developed for the sole purpose of unlocking files/dlls being used, so you could easily terminate them.
It Kills the process, unloads DLLs, etc.
Although latest version was back in 4/12/2011, it is still very stable for both 32bits and 64 bits version (separate versions).
A portable version is also available but its 1.9.0.
There are a few alternatives, which are Sysiternal's Process Explorer and Malwarebytes's FileASSASSIN.
I use Process Explorer along with Unlocker.
