All browsers random popups and "ads by Jabuticaba" Win 10 x64

So I'm getting that "ads by Jabuticaba" thing where it injects ads into other websites and I'm also getting random popups for scam Windows cleaning utilities as well as phishing tech support sites that name the software I'm looking at in the browser.

I've run all the programs I listed in the fields above. I'm pretty sure I got this from a bad utility file and have since uninstalled it. There are no more suspicious programs that I can tell are in the installed programs list.

This problem appears in all browsers including the Steam client.
