Pirated content is often infected or bundled with malware or can be obtained alongside malware. Basically, anything illegal or unethical online tends to attract malware. And considering it's illegal content, Dr. Web is well within their rights to make it an option for the user to block pirated content. The only thing stopping them is public opinion and they run the risk of losing customers.
I, of course, am not stating how things are, I am simply stating what I personally believe and don't claim to know anything more about Dr. Web than the information in this post includes.
