If you have the minimum requirements I don't know how much some maintenance processes will really help.
Defraging your system is one of them but Windows 7 Disk Defragmenter runs on a schedule,so your PC should be always defragmented even if you don't make any effort.
Here some tweaks that might help improve your overall PC performance :

- Disable the Aero Theme
- Disable the unwanted services
- Disable the Search Indexing Feature
- Disable the Windows 7 Gadgets
- Change the Power Plan To Maximum Performance
- Disable the thumbnail preview
- Disable the Aero Peek and Aero Snap
- Disable unwanted Start Up items
- Turn ff your screen saver and wallpaper.

@jack: sure, it will help, like me.
i do test AV's using a VM on 1,7GHz and 1,5GB ram, and just 15% of lag on host
i just defrag 2-3times in a week and always use ccleaner everyday after browsings
