1. is there a way to disable access to msconfig via cmd or gpedit? 2. is there a way to lock the hidden folders setting in drives so it cant be undone or to remove the organise menu from the top of the windows

You may be able to rename the msconfig file or remove it's file extension.

Unsure about your second query.

You can install programs with your Admin password via the UAC prompt.

1) Renaming or going to properties of Msconfig which the file is located on System32 to set the security privilege as Deny upon users account.

2) Since Bitlocker is from Windows 8/8.1 only, you may check this video for locking/encrypting the hard drive in Windows 7:
