Steps taken to resolve, but have been unsuccessful
restarted pc closed heavy gpu applications
hi is 64 degrees Celsius high for my r7 260x gpu?

If you are not doing anything GPU intensive, i would say that's a little high temps you got there.
Blow out some dust will sure help drop those temps down. Or even if you know how to remove the heatsink and apply a fresh thermal paste will help greatly drop those temps down.

Try installing MSI afterburner and decrease clock speeds. Can you disable turbo boost? Check for driver updates and BIOS updates (optional).
