There are few choices if we are talking about IS/AV with proactive approach.
One of the most known is Comodo IS - recent AV engine but very good firewall with HIPS, Viruscope, sandbox and their (in)famous default deny policy makes it my no.1 for proactive security suite. Oh! It's free :)
Second one is Emsisoft IS - very good AV engine (BD), firewall, awesome behavior blocker and website filtering - more user friendly than Comodo but also a little bit heavier. Anyway EIS is a very good choice if you don't mind to spend a few bucks/euro's/whatever for a security suite.
Third place goes to SecureAPlus - 12 AV engines in the cloud and applications whitelisting for free! The only disadvantage is veeeeeery sloooow inital scan but after that you shouldn't even notice that SAP is there ;)

Every AV/Security Software have their own proactive approaches. Just go to their webpage and take a look at their product features.

Kaspersky Application Control is indeed one of the strong approach of proactive security.

Followed by HIPS from Avast and ESET then BB for Emsisoft.

Hardening Mode of Avast is another solid part of proactive security concept.

However, a whitelisting technology is definitely a sureball no matter what circumstances of scenario occurred.
