It's probably not cmd.exe executing. If you have Microsoft Office installed sometimes conhost.exe will flash across the screen. In Windows 10, UsoClient.exe will also cause the same. There have been a lot of reports of conhost.exe flashing on the screen in Windows 10.

Where is the "Not Sandboxed" process console window designation coming from - as that is not a part of Windows ?
Yes very much part of the Windows.
Have fixed the issue. It was because of Adobe Flash. I have uninstalled the Adobe flash and the pop ups have stopped. I am not a techie so I am not aware as to how Adobe Flash caused it or whether it the root cause of it. But my problem got resolved. Thank you for your response.

It is good your issue is fixed. I hope it does not return again.

I meant "Not Sandboxed" in the conhost.exe window is not done by Windows - it is done by installed software - and in your case it turned out to be an Adobe product. I am not familiar with Adobe Flash causing cmd.exe to execute and flash across the screen, but it possible.
