What they need is the ability to judge information and determine thought rather than knowledge. I can understand that it is not absolutely necessary to be excellent in professional knowledge. The problem is that the minimum knowledge necessary for judgment is also ambiguous.:unsure::unsure::unsure:

She is actually quite competent for the role. Her appearance has nothing to do with it. She was a practicing doctor for many years and has proven competent in several areas.

Way I see it, Japan and Belgium know what they are doing. If the person appointed for the job seems odd on the surface, take a deeper look and you may be surprised.

Competent or not the magic word is "credibility".
