So the new improvement is that it detects something, alerts the user, and then recommends that the user ignore what was flagged? LOLOL :p

That was the recommendation meant for cyber enemies of the Russian Federation.
That was not supposed to happen until World Cyber War I takes place!

When we attack you; "ignore", "do nothing". lol

Correct me, if I am wrong! Is this on the restore partition of your hard drive?

Not exactly.... This might not be the first alert for this malicious files, because as you ca see this screen is asking if you want to Disinfect the file.
Most likely before this screen, the user has seen another pop-up with the following options:
Delete
Quarantine
Disinfect
Ignore.

He selected Disinfect, and got this screen because KIS can't disinfect the file.... Also keep in mind that this is a generic detection, so the file might not be malicious and it's not located on the primary partition.

If the user cleared his/her Temp files on drive 'e', wouldn't that solve the problem?

There are some rare case that Kaspersky alert might pop up like this due to certain situation but in reality there's at least one option that would certain remove the threat.
