As we predicted last week, Windows 10 PC and tablet users who are not part of the Windows Insider program are now able to download the 10586.63 build of the OS via Windows Update.

The update has the KB3124263 demarcation. Microsoft has not yet published the KB pagefor this release.

The release is another cumulative update for Windows 10 PC users. It is not expected to include any new features, but it will have some minor improvements and bug fixes.

Windows Insiders are currently on build 11082, which was released on December 16 and is part of the forthcoming Redstone line. Those users will not see any update, but may have patches available too.

If Microsoft publishes a changelog or details, we will update this article when the information becomes available.

Any release notes? Or is it a game of "Easter Egg Hunt", like always. :D
Nope. No changelog yet (as of the date I posted this message right here). Check this last line in the OP:
If Microsoft publishes a changelog or details, we will update this article when the information becomes available.
Emphasis on "if". :D
Microsoft sometimes simply overlook some things (like entire CHANGELOGS), don't they?

Known issue in this update
Customers running Windows 10 or Windows 10 Version 1511 who have Citrix XenDesktop installed will not be offered the update. Because of a Citrix issue with the XenDesktop software, users who install the update will be prevented from logging on. To stay protected, Microsoft recommends uninstalling the incompatible software and installing this update. Customers should contact Citrix for more information and help with this XenDesktop software issue.

I saw that the page does indeed have details however it doesn't list the "improvements in the functionality", only security related fixes so I assumed it that is why it was mentioned to not have published the KB page. It was published but just doesn't seem finished... probably are hiding something. I almost regret installing it (manually - I defer updates).

Not every update has to be improvements on functionality. Security updates are all important. Plus does not break anything at least on my system. Only issue some people had was the original November patch, not the builds after

So far no problems on the update, but of course if Microsoft will revert some policy done on the patches mechanism and the users right to know all the information besides on visiting the page; that should satisfy it.
