I've heard many people say that the MPC-HC is dead. Some of the former developers have forked the source code of MPC-HC. So, this is the current state of the project, according to one of its contributors:

This is an unofficial build. It is based on the latest source code of the official project, plus a few small fixes and improvements. And most importantly, it includes the very latest version of LAV Filters.

It is unclear if there will ever be an new official release. The current project manager has said he lost interest in the project and I haven't got any further responses in the past weeks.

Changelog:
+ Removed DrDump crash reporter
+ Added support for newly added settings of LAV Filters
+ Now uses external MediaInfo DLL
+ Different resource FileDescription for x64 build. This name is used in the Open With list of Windows Explorer. This helps distinguish x64 from x86 build in that list.
+ Render subtitles relative to the window by default. ASS/SSA are still rendered relative to video by default, because those sometimes need accurate positioning. This behavior can be adjusted in the options. This patch just changes the default value of that setting.
+ Added command line switches for accessing settings of internal LAV Filters: /configlavsplitter /configlavaudio /configlavvideo

* Updated LAV Filters to v0.70.2-88
* Updated MediaInfoLib to v17.12

! Fix /open and /close command line handling
! Simplify code for setting renderer merits
! Fix explorer context menu option state display

* Windows XP is no longer supported

MPC-HC does not really have any active developers right now. So don't expect any new functionality or other big changes. MPC-HC is open source, so anyone who is interested can contribute fixes and improvements. You can submit patches to me, and if it is good, I will gladly include it in a future build.

What happened to the new devs who came in?
All of those new devs so far have not contributed anything, most immediately left again because they expected to get micromanaged instead of working independently.

K-Lite Codec Pack team is developing MPC-HC now.

Nope, K-Lite developers are mostly keeping MPC-HC updated with the latest version of the internal filters.
As they said:
K-Lite contains a custom build of MPC-HC that contains additional fixes and improvements compared to the officials builds. This will continue in the future. The internal codecs that MPC-HC uses are also still actively maintained.
The differences in the custom build are small, but nonetheless useful.

About

This is an unofficial build. It is based on the latest source code of the official project, plus several additional fixes and improvements. And most importantly, it includes the very latest version of LAV Filters!

It is unclear if there will ever be an new 'official' release. The other developers that were involved in the project have all lost interest.

I have been involved in MPC development (with small contributions) for almost 15 years, so consider these builds as semi-official releases.

Development state

MPC-HC does not have any active developers right now. So don't expect any new functionality or other big changes. The player already is mature and provides all functionality that most people need. MPC-HC is open source, so anyone who is interested can contribute fixes and improvements. You can submit patches to me, and when I think your change is useful, I will gladly include it in a future build.

What I will be doing is keep the internal codecs (LAV Filters) up-to-date. This means that you can continue to play everything with MPC-HC in the future, just as you can now. For example, support for decoding the new AOMedia AV1 video format has recently been added, making MPC-HC one of the first players to support it. I will also try to keep some other (externally developed) components like MediaInfo up-to-date. And maybe do some small bugfixes.
