Today, the games you play are very much dictated by the device you are using. Project xCloud’s state-of-the-art global game-streaming technology will offer you the freedom to play on the device you want without being locked to a particular device, empowering YOU, the gamers, to be at the center of your gaming experience.

Project xCloud will have the capability to make game streaming possible on 4G networks and will dynamically scale to push against the outer limits of what’s possible on 5G networks as they roll out globally. Currently, the test experience is running at 10 megabits per second.

Seems like were getting close towards the end of the console era. Onto the Streaming era.

The CEO of Ubisoft did say that they thought the next-gen consoles would be the last.
Ubisoft expects one last console generation before the cloud takes over

Sony already acquired Gaikai and OnLive cloud-streaming services for their own service; PlayStation Now, which launched in January 2014.
Sony Computer Entertainment will establish a new cloud service using Gaikai's technology, which allows for high-quality, fast interactive cloud-streaming of games onto a variety devices via an internet connection.
2012: Sony Computer Entertainment buys Gaikai for $380 million
Today it announced that it has acquired streaming game service OnLive for an undisclosed sum. Interestingly enough, OnLive will not become some new tentacle of Sony's gaming empire, but is shutting down at the end of the month.
2015: Sony buys streaming games service OnLive only to shut it down

A recent update to PS Now allows for Offline play and Cloud saves between Now and PS+ Storage.
Downloaded PS Now games will support all user-purchased DLCs, microtransactions, and add-ons, as well as PS4 Pro enhancements for subscribers using a PS4 Pro system. And remember, you do not need a PlayStation Plus membership for online multiplayer on PS Now – which stays the same for both streaming and downloaded games.

The biggest problem with Cloud game streaming is, it's in the cloud and everything else that's mentioned in the Microsoft blog post.
