Safeguarding the Tor network: our commitment to network health and supporting relay operators​

Some of you may have noticed that we have recently removed a large number of relays from the Tor network. We did this to protect network health and the safety and security of our community and users. This process has sparked larger discussions within our teams and community members about the state of Tor relay policies and the potential for incentivization models that can better support our relay operators and the growth of the Tor network. It has also encouraged us to reflect more deeply on our mission and the role of free, open-source technology.

In this blog post, we want to reaffirm our commitment to keeping Tor free, and provide insight into the rationale behind our recent actions to protect the network from bad actors.

The problem with for-profit schemes​

As a free and open-source project, the Tor network is built on the principles of openness, collaboration, and community-driven development. It's powered by a community that relies on the support of volunteers who donate their resources and bandwidth to ensure that users around the world can access the free and open internet. This gives our users and the larger community the freedom to access, run, co-develop, and share the software without being locked into a particular vendor, platform, or service provider.

This openness makes our network (and the privacy guarantees it offers) more robust and resilient to attacks. But this openness can also open up avenues for malicious operators. This is why we have put in place relay requirements, relay policies and criteria for rejecting bad relays to ensure the overall health of our network, safety of our users, and alignment with our values.

Tor Browser 13.0.8 (Desktop)​

Tor Browser 13.0.8 is now available from the Tor Browser download page and also from our distribution directory.

This is an emergency desktop-only release which fixes a crash in pluggable transports for Windows 7 users. The most recent Go toolchain update seems to have finally broken Windows 7 suport (see golang/go/#57003 for background). We have downgraded our lyrebird, conjure, and webtunnel pluggable transports to the 1.20 series and they should be working once more on older Windows systems. Unfortunately, the snowflake pluggable transport depends on the 1.21 series to work, so it will remain broken on these systems.

We highly encourage Tor Browser users who are still on Windows 7 or 8 to either upgrade their systems to a modern Linux distribution, or at least to a supported version of Windows (10 or higher). Tor Browser will neccessarily have to drop support for Windows 7 and 8 after the ESR 128 transition next year, as Mozilla's minimum Windows operating system requirements is now Windows 10 or newer as of Firefox 116.

New release: Tor Browser 13.0​

Tor Browser 13.0 is now available from the Tor Browser download page and our distribution directory.

This is our first stable release based on Firefox ESR 115, incorporating a year's worth of changes shipped upstream. As part of this process we've also completed our annual ESR transition audit, where we review Firefox's changelog for issues that may negatively affect the privacy and security of Tor Browser users and disable any problematic patches where necessary. Our final reports from this audit are now available in the tor-browser-spec repository on our Gitlab instance.

Particularly notable are the accessibility improvements we've gained as a result of the transition to Firefox ESR 115. While eagle-eyed users may notice small visual changes to the user interface (for example, internal links are now underlined), Tor Browser 13.0 is our first release to inherit the redesigned accessibility engine introduced by Mozilla in Firefox 113. This change promises to improve performance significantly for people who use screen readers and other assistive technology.

Today, March 12th, on the World Day Against Cyber Censorship, the Tor Project's Anti-Censorship Team is excited to officially announce the release of WebTunnel, a new type of Tor bridge designed to assist users in heavily censored regions to connect to the Tor network. Available now in the stable version of Tor Browser, WebTunnel joined our collection of censorship circumvention tech developed and maintained by The Tor Project.

Removal of automatic .onion site prioritization​

The Tor Project has recently been notified of a potential fingerprinting vulnerability with automatic Onion-Location redirects. In an abundance of caution, we have removed the 'prioritize .onion sites when known' option from Tor Browser. We are looking further into this issue and will provide timely updates as more research and additional recommendations become available.
