If you are pertaining to Potentially Unwanted Programs and Adware then surely not all AV's would determine as threat since its criteria is to check if possible of any huge impact for a system.

Example will be Babylon Translator, it considered to be adware supported due to annoying advertisements however still considered to be legitimate program which most AV wouls not flagged it.

Trend Micro and others have different response time for detecting and reporting any False positive and negative samples to them would help for performing the action quickly.

ESET has one of the best PuP detection rate, because they tend to block them no matter if they have a part that is legal, as far as it contains a piece of adware it's most likely they will flagg it as that. In the other hand some people will cry saying ESET has bad 0 day detection, which is partially true. But in the end, every AV has it's strong and weak side. It will always end up in the user needs itself more than what fanboys can spam over the forums.
