The bill specifically directs the Secretary of Commerce to “identify, deter, disrupt, prevent, prohibit, investigate, or otherwise mitigate” national security risks associated with technology linked to countries adversarial to the U.S.

Never going to happen. No one is getting 20 years for using a Vpn. That's just clickbait trash. Tor on the other hand I can see that sometime in the future that they do block access to it at the ISP level and they will/might impose penalties for using it.

The only thing saving E2EE and Tor at the moment is that they are dual use technologies, the good guys use them same as the bad guys use them. Otherwise, they would be banned like China or Russia does with those technologies it can't censor or carry out surveillance on citizens.
