I've never ran into an advertisement on Google whilst using an ad-blocker. I don't think it will be any different with the new "non-skippable ads".

I think there's always been non-skippable ads on youtube, I've seen some while viewing youtube on my mobile. But usually non-skippable ads are very short (not more than 10 seconds?) while compared to most skippable ads being almost 30 seconds long when you don't skip them.
