Every removal tool I have tried has said the system is clean, but popups persist.

This is my personal machine that I bought to volunteer at a local non profit, and it is connected to that office network. I don't know where that fits in your rules for offering assistance, but I would be grateful for any help you can give me. I would also be happy to contribute, though it would be modest.
Thanks for your reply.

That's fine.

FRST.gif
Fix with Farbar Recovery Scan Tool

This fix was created for this user for use on that particular machine.

Running it on another one may cause damage and render the system unstable.

Download attached fixlist.txt file and save it to the Desktop:

Both files, FRST and fixlist.txt have to be in the same location or the fix will not work!

  • Right-click on
    FRST.gif
    icon and select
    RunAsAdmin.jpg
Run as Administrator to start the tool.
(XP users click run after receipt of Windows Security Warning - Open File).
  • Press the Fix button just once and wait.
  • If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
  • When finishes FRST will generate a log on the Desktop, called Fixlog.txt.

Please attach it to your reply.

The popup just occurred again, and seems more stubborn. The computer was totally frozen for several minutes. Also, I have no idea if it is a related problem, but using the internet today has been much slower than usual, regardless of which browser I use.
Thanks again for your help.

Your computer isn't infected. This is probably happening on some website that is loading this scam window. It is all to get you scared so that you call that number and they try to cheat you to pay for non existing problem on your computer. Search Tech Support Scam on Youtube and you'll know what I am talking about.

For protection I suggest to this extension as a possible prevention on these ads:

I appreciate your help.
I realized that it was a scam, but figured that there must be something in the system that allows them to hijack my browser. I have added ublock, and I hope it does the trick.
Thanks
