A little more of an update, could not post much on the infected laptop. I have ran adwcleaner, cccleaner, avg 2014, attempted AVAST that has not completed, COMODO I've been running most scans in safe mode. It seem to not work in safe mode, but the virus is active in safe mode with network connection. The virus seems to come from a URL link as AVAST spams multiple blocks that originate from dllhost.exe when it is on. Also the virus even prevents a reboot or shutdown forcing a manual reset. If you power down manually the screen goes black but it will not let a restart/turn on unless you unplug the machine and detach the laptop battery to force a reboot.
