For Bitdefender i leave it ON because it doesn't slow down my web browsing, with Kaspersky for example i disable it because of it slow browsing.

It depends on your preference, if you prefer more security or privacy. If you are on a modern computer, you wouldn't notice a performance impact. I always leave it on for the added protection.

For Bitdefender, disabling Encrypted Web Scan limits its web protection functionality to HTTP connections only. So if you access a known malicious/phishing HTTPS site, Bitdefender will not block it. This is different from options provided by products like Avast, ESET, Kaspersky and some others.
