For Bitdefender, disabling Encrypted Web Scan limits its web protection functionality to HTTP connections only. So if you access a known malicious/phishing HTTPS site, Bitdefender will not block it. This is different from options provided by products like Avast, ESET, Kaspersky and some others.
So don't turn it off, it's not recommended.
