This is what I can find so far on the net. Correct my list if it's wrong or if you have the latest info on changes to data retention for any country, please update here.

Updated based on the 2 lists below

Data Retention Laws By Countries - An Update - PureVPN Blog


Criteria

1) Company HQ and servers not based in 5/9/14-eye countries. US/UK/Australia/Canada/New Zealand/Netherlands/Norway/Sweden/ Germany/Italy/Belgium/Denmark/France/Spain
2) Servers not in countries with close affiliation with the 5-eye countries e.g. Israel, S Korea, Japan and Singapore
3) Countries must not have Data Retention Law In Force
4) Some countries claim to be privacy-friendly or have no data retention. However, they have other security law/act etc. to enforce data retention or demand the ISP to retain data
5) Go for those reputable zero-log and/or tried-and-tested in court cases regarding no data retention VPN providers
6) Best to have 10Gbps ramdisk (diskless) servers

VPNs with ramdisk (diskless) servers are

ExpressVPN, NordVPN, Surfshark VPN, CyberGhost, AzireVPN, OVPN, Perfect Privacy, PIA, Mullvad VPN, WeVPN etc.

VPNs with 10Gbps servers (some are experimenting with 20 and 40Gbps servers) are

ExpressVPN, Surfshark VPN, NordVPN, MullVad VPN, PIA

There are only 5 countries that are truly technically non-5 eyes. Russia (includes cis countries, so we count them as Russia), China, Nth Korea, Syria & Iran.

Ask yourself do you want a vpn in those countries? The answer is no you don't (nothing against the people of listed countries, I have no problem with you).

And if you do want a vpn from those listed countries you probably work for an intelligence service and you need a local connection to jump off from.

Updated with 10Gbps servers from ProtonVPN and CyberGhost VPN. Removed Taiwan from the list.

Notes:-

1) Although ProtonVPN has many 10Gbps servers, but the speed performance is inconsistent even with its VPN Accelerator feature due to the WireGuard implementation.
2) The android app for ProtonVPN/CyberGhost VPN do have trackers

10Gbps servers? [IVPN]
IVPN does not offer 10 Gbps servers. Most are 1 Gbps. Send an anonymous request via their webpage contact form. They'll tell you the same thing.

In testing, I can tell you I get better speeds out of IVPN, on average, than Mullvad. Both use the same, identical server hosting providers.

Mullvad has these quirky problems that it cycles through. For a while it will have problems with its client. That will eventually get fixed. Then they will have intermittent problems with servers in different countries. That will eventually get fixed. Then there is a return of issues with their client. Next will be reduced speed issues. It cycles back-and-forth.

Reporting issues to Mullvad is problematic. Some staff are not receptive to bug and issue reports. Consequently, some things do not get fixed. One of their more famous things is asking "Do you have antivirus installed?" If the answer is "yes" then they dismiss any and all reports. Another very annoying thing is that support will tell users to disable features (that they are paying for) instead of fixing the reported problems. That is the solution their support provides - "turn off the feature."
