Because for 4K content on their web app, Netflix requires different version of DRM from the one that is used for 720p/1080p. More specifically they require Microsoft's PlayReady DRM and Apple's FairPlay DRM which you can only find in Edge and Safari.But why ?

Safari and Edge have better OS level integration preventing piracy so streaming sites allow you to watch content in those browsers at a higher quality.
