No, you shouldn't enable all flags, they are experiments:I've don't have enabled all the flags that are named there..
Some flags lowers the privacy or even destroys the security on Chrome like:
#enable-top-document-isolation (puts all isolated iframes together in stead of each in its own)
#disallow-doc-written-script-loads
#num-raster-threads
#reduced-referrer-granularity
Some well known security researchers sayed that to me,.. don't know if it's true orn't.. :/
