Its rather a scam cause the SE is stripped down version of the real one. It will only nag you to upgrade to the full version.
 
Yes, it is a limited version with many features missing (refer to the screenshot on Majorgeeks to see what's missing). One of the best modules from this maintenance suite (the defragmenter) you can download and use separately.
