Out of the box, Windows 8 and 8.1 come with a modern version of IE, which supports touch-enabled devices.

You will notice most browsers on smartphones and tablets are similar to their desktop versions, so browsers on the desktop should support touch and gestures.

Firefox and IE Modern are best for touch-enabled devices, it's possible Chrome has improved since article was posted 10 months ago.

For touch screen i prefer PUFFIN BROWSER, because have all flash for videos ans announces
