@Cleo: does Arcabit Internet Security have its own FW? if so, You should set to 3rd party FW in Network Security (Firewall).

He has a CISCO gateway Firewall.

Yes it does, it isn't fully disabled but is set to only blocking outbound script activity or so it says.
