Galaxy note 10.1 police block

my galaxy note 10.1 has been blocked by the Australian federal police there reason is I've been downloading illegal porn and music (not true)
They are asking me to buy a $200 iTunes voucher to unlock the tablet I have 48hrs to do so or they will be knocking on my door
I am unable to do anything on the tablet I can't open any app all I can do is turn the wifi off and I have
I also own a Mac book pro and a iPad Air and I haven't had any issues with these
I use the galaxy mostly for online backgammon and all my web browsing ,shopping and banking is on the ipad

Hold power button.
Hold "Power Off" option until it prompts you if you want to reboot into safe mode.
Download Avast Ransomware Removal - Android Apps on Google Play and Mobile Security & Antivirus - Android Apps on Google Play.
Scan device with both. Report back with results.

Edit: Worth mentioning if it wasn't already obvious, the police does not need a $200 iTunes voucher. This is ransomware. Nothing will happen if you don't buy the iTunes gift card. Be patient with the malware removal of your device.

" Avast Ransomware Removal " tool was updated the last time almost 2 years ago so I strongly doubt it's ability nowdays.

The app not being updated has nothing to do with the definitions. The definitions are updated in-app, and are updated daily. The reason the app has not been updated on the Play Store is simply because they haven't felt the need to change the UI.
 
I've opened the tablet in safe mode and downloaded the antivirus apps from the play store but it won't let me open or run the apps while in safe mode and I can't work out how to turn off safe mode
 
Problem solved
The hardest part was opening in safe mode . Safe mode isn't in the options when holding down the power button you have to power off then wait while it shuts down then restart and when you see the Samsung logo hold down the volume up and down at the same time until you feel a vibration . It took a few attempts to get safe mode but I got there in the end
Then I downloaded the security apps but I couldn't run the apps while in safe mode I had to update the software then a restart which removed the safe mode and then I ran all the the security apps and they removed the infection
