That would depend on whether you can define programs that have excisions. Best two options I've found is Secure Folders which is no longer supported or Punpernickel(FIDES)

According to my logic it is better to perform the backup of non-protected folders and then protect them.

that sounds good until you realise that I have two other internal drives. One has 650gb of stuff and the other has 1.5tb of stuff. Backup just isn't and option so I use Pumpernickel to make sure nothing can get to them
