By default, you're targeted.
If you know how-to:
- On Windows, macOS, Linux, Android and iOS, Chrome users, you can disallow Chrome (mobile) & Chrome (win32 app) from accessing your hardware & accessories -- chrome://settings/content
- On Windows 10, you can disable Store apps from accessing your hardware too, from the Settings > Privacy options.
- Optionally, disable or uninstall the drivers. Or rip the hardware from your Laptop/PC -- careful it might void your warranty. LOL
Not a fool-proof method, but what do I know. I use Google services, Chrome browser and Android.
Here's my very unpopular opinion, I think it's very impressive that Google can utilise technology in this manner. Other tech companies and government agencies probably do the same, but Google is likely to have the most data on you, bigger than Facebook.
