Google doesn't deserve a social network.

I have no idea how the +1 serves a purpose either, except like Facebook's Recommend button, but that needs some sort of Identity.

Google should just concentrate on delivering personal content to the user, of course with the choice to opt-out (since it's an advertising company). Correct me if I'm wrong.

OT:

Anyone tried Microsoft's so.cl ?

All in all, it's about making more people use the Bing search engine and sharing their searches. Not that great, imo. Unless I'm missing something, I've not had a proper dive into So.cl.

All I can say is that half of my friends never heard of Google+ and the other half are too lazy or uninterested to try it...For them Facebook works.
I notice that Google is still developing this service and it has embedded in their other programs so on the long term they might gain more users.
This Ex-Google employee most likely has a rant with Google so it's not a good source of info however a brand that has Google behind it should grow at a faster rate but lets not forget that Chrome wasn't a hit at first...

Perhaps only from America and other few continents that Google + used by users since majority were Facebook and Twitter users.
