Gruj Config - dll host.exe//com surrogate slowing computer down

Looks like this malware has infected my computer and I have no idea how to remove. Norton has quarantined several times, but keeps coming back to slow down computer. Tried to download some free malware programs, including Norton Power Eraser but "my settings don't allow download." Can you please assist me?
