Troubleshoot Harddisk needs to be formated

Steps taken to resolve, but have been unsuccessful

try using CHKDSK command dos

Hi guys,
I have a harddisk from my old laptop that broke down. I know the hard-disk is working fine, because i just replaced it harddisk 8 months ago. I brought SATA to USB and connected to my windows 10 computer. The notification popped out that it needs to format before using it.
window explorer shown all drive letters, but it cannot access. I tried to use chkdsk command and it said it's the raw drive cannot use this command. I don't want to format it. I would like to get advice and thanks in advance.
