Hello(again)how do I root my HTC Nexus 9,
I have tried kingo but it only made it to 90%,
should I unlock the Bootloader first and if,
then how,
I have seen some you tube videos but everything happens so fast.

Try running it a second time. Sometimes if it fails the first time, it will work a second time. If it still fails, try King Root.

You should not need an unlocked bootloader to root your phone.
