Try Ashampoo Snap. Snagit does it too, but I prefer Ashampoo.

I just started using a simple extension called qSnap https://qsnapnet.com/
It's pretty straight forward, and it can do arrows in red too!

That's if you're looking for free, I've always stuck to using FastStone Capture.

SnagIt is the king of the hill when it comes to this sort of software in my opinion, Ashampoo Snap is good too.
