Basically, Microsoft says you have to have the latest version of Office Starter 2010 installed before updating that PC from Windows 7 to Windows 8. Microsoft states:
  • If you don't install the latest version of Microsoft Office Starter 2010 on your Windows 7 PC before upgrading to Windows 8, you won't be able to use it after the operating system upgrade is complete.

Update: You can still install Office 2010 Starter by changing the Compatibility to Windows 7 and right-click Run as Administrator.
