Is the latest version of programs and apps always the best?

For antiviruses and browsers, I feel that it is important to keep them updated, for security reasons. For example, the latest version of a browser may fix vulnerabilities. New versions of security software can include bug fixes and may offer better protection against malware.

For other software, it's generally not so important to keep it updated, unless there are critical issues which are fixed. While new versions of software can add new features and improvements, sometimes they will introduce bugs. Also, if the software isn't free, you may have to pay to upgrade to the latest version.

No, many programs with the latest versions are a lot buggier or bloated than older versions
- CCleaner: new version are more bloated, functionally quite similar
- Quickpic: after they were acquired by a Chinese company -> full of ads
- ES file explorer: same as above
- Comodo: version 10.2 is a lot more stable than version 11. V11 is full of bug and I can't tolerate it. Not sure about version 12
- Eagleget: new version is packed with ads and adwares! while older version doesn't
- Bitdefender 2017->2018: they removed the option to modify ATC (Behavioral Blocker). On 2017, ATC can be set to aggressive and it's more effective than default level in 2018

This can trigger many people:
- Windows 8 vs windows 7: we all know the result
- Windows 8.1 vs windows 10: w8.1 is a lot smoother than w10 with much less telemetry. If we update windows 8.1 and 7, MS will deliver some telemetry services to these windows
- Windows 10 1607 and 1511 are much better than than Windows 10 v1703-1803 for gaming: the new ones have issues due to the leakage of standby memory -> empty standby memory will mitigate this issue. Older versions don't have this stupid bug
If you’re running the Windows 10 Creators Update, or the Fall Creators Update, and playing games on it, there’s a chance you experience game stutter while playing. This happens because of a bug in Windows 10 that causes your standby RAM to fill up for no reason

Nvidia driver updates can break certain games..So updating these drivers is not always the best strategy..
also, new NVIDIA drivers are packed with telemetry services :D
that's why we have this little program
