With level of power Russia and usa has they can do many things that may seem immoral to ordinary folks.
we people don't have enough info regarding any matter. Government withheld many info from public. so its impossible to say why they are acting the way they are.

Example.
in cold war era. russia used to kill there own agents and helpers when the work assigned to them were done.

USA also used to kill people that they seem dangerous or threat to the nation.
Simplest example. During moon mission USA ordered shooting of fake moon landing at a movie set. they used cia agents as actors. also all people involved were shore to secrecy and were sent away from usa. but they feared they these people may speak someday. so they ordered cia to hunt and kill down all the people involved.

i wonder with 1/6 gravity wouldn't astronauts be able to jump 6 times higher on moon than here on earth.
