Free firewall has a smart and a strict mode in Avast Antivirus free and a smart mode only in Avast One free. Smart mode means it checks whether the programs requesting in and outbound connections are on the blacklist. in strict mode the user gets a notification (to decide to allow or block like any application firewall).

In Firewall terms, the free is only an application firewall (monitors programs which make traffic request) the premium firewall also inspects the traffic itself. Most routers have a Firewall which can do deep inspection of the traffic (look into protocols) and have spoofing protection mechanism. Some routers have a mechanism to send you an alert (through email) when port are scanned or certain errors or events are recorded.
