I regularly use Outlook on the Web and received this today. Outlook is out of beta.

Does anyone else have problems viewing attachments in Outlook Online?
For me, it sometimes takes forever until they open, if they even do.

No, could be you're adblocker is interfering... :unsure:
Edit: If I remember correctly outlook.com needs office.com or office.net to open attachements.

What are they?
I have Office 365 desktop, if that is what you mean.
No, I mean that if you configure (for example) uBlock Origin to block 3rd party scripts and frames you need to allow some office domains to work with attachements on outlook.com:
