One issue here. Shutup say disable tracking in the web aka disable tracking Do not Track on new Edge but my Edge says it is on instead off?

You need to disable that setting on O&O shutup first

I did and I forgot to restart my pc afterward. Should I turn on DO NOT TRACK in New Edge? The New Edge explain DO NOT TRACK ON like this. It says many sites will use my browsing data and such.

I would advise to turn it on.
If you turn it on, websites will reduce the tracking. That message means, they can't guarantee the tracking will be zero

If you let O&O ShutUp10 manage the new Edge you will see "Managed by your organization" because another app is managing (some) settings in Edge.
When you navigate to "edge://policy" you can see the settings that are managed.

So there is no way to remove that "Managed by your organization"?

The only way is restoring the default values for the new Edge in O&O Shut Up 10 and configure Edge yourself by using its settings.
Any third-party configuration will show managed by your organization.
And that's a good thing because you now know something messed with Edge (even when done by yourself).

You must mean this common example: "Oh, I know I changed some xxxx setting. I wonder what it was? And where was it?" ... then later on after much head-banging, "Oh, I forgot about that!"

I'm glad that never happens to me! :LOL:
