USA Today said:
President Obama made his strongest vow yet to track down African warlord Joseph Kony, pledging today to "bring this madman to justice."

Obama told listeners at the United States Holocaust Memorial Museum that U.S. advisers will continue helping Uganda and other governments pursue all members of the Lord's Resistance Army led by Kony.

"It's part of our regional strategy to end the scourge that is the LRA and help realize a future where no African child is stolen from their family and no girl is raped and no boy is turned into a child soldier," Obama said.

Last year, Obama dispatched about 100 U.S. special forces to help Uganda and other regional governments eliminate the threats of Kony and the LRA.

Videos on Kony and his crimes, including child kidnapping, have gone viral, putting more pressure on Obama and other governments to capture him.

So is running the real propaganda action - to say that President is here and acts. It's easy ..

Somebody is really pulling out all of the stops in hopes of a re-election...

I'm not saying that it's not a worthwhile goal, (Assuming Kony is still around to be found...) but what sort of jurisdiction does he feel he has for going after criminals in other countries?

Like you I feel that this is a election strategy and even if the cause is good , the sad truth is that even if NATO will kill this Joseph Kony , sooner or later another one like him will rise up again....
The main problem here is that Africa and Uganda have been for decades in a very deep poverty state... So removing this maniac isn't enough, Uganda (and Africa) needs solid foreign investments and financial aid as this continent is the poorest in the world.
