Secure yes, private, not sure. It was funded by U.S. Secret Service, City of London Police, France National Police, France Ministry of Justice, amongst others, but what puzzles nem how much they are trying to hide it (like adguard that it originated in Russia). Sure, it is listed somewhere on their webpage, but it was designed by privacy loving governments, still lurking in the background.
