You have 3 keys allright but have you tried to insert key in 7.5 version and did it accept it.

I think the promo is for 7.0 version (not sure but that is what agitum does everytime)

The promos given by Agnitum or non updateablle ie you cannot use it on a newer version. IF its a 7.1 promo it will only work on 7.1 edition. If it is a forum promo it will only work with installer made specialy for the forum.

I have a feeling by the looks of this it only works for Outpost 7.0.
