Play Protect warns about invisible app

Google Play Protect repeatedly warns me that a preinstalled app (Set Wallpaper) is unsafe and that I should uninstall it, but tapping the notification just shows Play Store, and the app can't be found in Settings. I suspect that it's been restricted by Play Protect but would like to confirm that.

Third-party AV is a no-go for me, since using Sophos-X on the same brand of phone (but different model) to attempt removal of Hidden Ads malware bricked the phone.

Factory-new Unimax U696CL, Android 11, June-05-2023 patch level. Unimax is notorious for preinstalled malware, but it's what Lifeline sends its customers. (It's actually a better phone than the dreadful Moxee they sent previously, which only worked for calls if speaker mode was enabled.)
