This explains why the article reads like it was written by a BVI tourist board employee who just invested their life savings in PureVPN.
Oh and the BVI is the most complicit jurisdiction in helping corporations underpay on their income tax. PureVPN's relocation there has nothing to do with it being a 'privacy-friendly environment' and everything to do with paying as little tax as humanly possible.
