Romanian hacker arrested for NASA's servers Security Breach

Romanian Police arrested a hacker "Robert Butyka" for hacking into NASA's Servers in December 2010. He break into NASA's server and modified, damaged and restricted access to data ,results in about $500,000 in damage.

What confuses me, is how some hackers have the skill to cause damage (looks like they know what to do, apart from script kiddies ofc...) yet still get caught?
