Advice Request Software for image resize?

Hi, I need a software for my old PC (runing in Windows 7, 4GB RAM) which will be able to resize and decrease resolution of photo. Please give suggetion free and paid version software also. Thanks in advance.

+1 for Paint. You probably won't need anything else.

GIMP will be the best, but you will need to learn it a bit. You can do a lot more with it than just resizing.
Another one you can use is XnView, its also an image viewer. Its actually quite good.

You'll have a lot of artifacts (aliasing) if you use Paint, however you can use Paint.NET.

I won't suggest GIMP cause you asked for light software.

It doesn't resize but I like Irfanview's batch conversion feature(at default settings) which reduces photo size with little loss to quality and is very quick. Many times I don't even notice the quality difference although its there.
Actually it has resize feature somewhere but I don't use it, I only use batch conversions.

You can resize with just about any image program but I still prefer Irfvanview IrfanView - Official Homepage - One of the Most Popular Viewers Worldwide if I want a decent rendering. Gimp is good for editing and I think Inkscape is still around if your doing any drawing of shapes/logos etc.
