Two system cleaners, one publisher. Are they the same?

Both Neptune SystemCare and Wise Care 365 look extremely similar and use the same icons. In addition, both system cleaners have the same publisher listed during the installation window for User Account Control and verified publisher—the part where Windows asks for your approval to do the installation. Are they the same company? Why would they do that?

They are. I have seen WISE rebranded at least 3 times, possibly more. I just ran across another one that was a Wise Rebrand a couple days ago during a giveaway.
