Hacker recipe:
1. Lots and lots of free time in your hands. (teens...)
2. Any desktop or laptop computer. (enough for coding, nothing too special)
3. Internet connection. (LOTS of resources out there for this stuff)
4. Will, practice and some intelligence. (script kiddie intelligence level is enough sometimes)
