I cannot answer your question directly, but most AV software will scan external / USB drives. Although, EAM does contain a strong Behaviour Blocker (Mamutu) which can intervene if something suspicious is executed.

If EAM doesn't satisfy you, then take a read through of MCShield.

What do you mean by "USB scanner"? Do you think about a notice after inserting an USB drive and a recommendation to perform a scan? EAM has got a realtime protection and a behavior guard, so it'll detect malware on the pendrive after opening it. :) I don't think that an USB notice is needed because the realtime will scan the drive automaticaly.
 
An automatic USB scanner is a waste of resources. If malware is on the USB, it will be detected when it is accessed, starts or copied to harddisk. Depends on the file guard settings.

If you really want to scan USB drives, you could create a USB scan shortcut and place it on your desktop.

Open Emsisoft Anti-malware > Scan PC > Custom Scan.
Delete all drives that are shown, except the USB drive in top window (you need to have the USB attached at that moment)
Deselect all other settings below.
Save settings on your desktop with a name that makes sense to you. Doubleclick that file to scan the USB.
